Site preparation & earthworks
Clearing, grading and ground improvement on natural islands and freshly reclaimed land, where settlement, compaction and groundwater decide what can be built and when.
An island resort is a small town built on sand, coral and reclaimed ground, supplied by sea. The Civil Works practice engineers and builds that town — earthworks, foundations, utilities, roads and buildings — with a workforce that is already in the country.
Barlovento Civil Works provides civil engineering design and construction for resort development in the Maldives: site preparation and earthworks on natural and reclaimed islands, foundations and structures, utilities and infrastructure, internal roads and drainage, building works, and renovation programmes on operating resorts — as contractor or as owner's engineer, never both on the same project.
Clearing, grading and ground improvement on natural islands and freshly reclaimed land, where settlement, compaction and groundwater decide what can be built and when.
Foundation design and construction for guest villas, public areas and back-of-house buildings on coral sand and reclaimed fill, and the land-side structures that meet the marine works at the shoreline.
The infrastructure that lets an island operate: water and sewage networks, treatment and desalination buildings, power and fuel installations, drainage and fire systems — engineered as one network from the start.
Internal roads, service tracks, pavements and hardscape built for small-vehicle traffic, heavy service access and the monsoon.
Construction of guest, public and staff buildings from the civil shell to fit-out coordination, with ICT, audio-visual and building-automation systems delivered through a group integrator on complete-resort mandates.
Phased renovation and infrastructure upgrades around a live guest operation: area-by-area programmes, working-hour windows, screened routes and logistics coordinated with the resort.

Civil design packages · Drawings and specifications · Bills of quantities · Method statements · QA/QC and HSE records · Progress reports · As-built documentation
Turnkey mandates cover the complete resort: site works and infrastructure, guest and back-of-house buildings, and the marine and coastal scope, delivered by Barlovento together with its delivery partners under one contract. Clients can also engage the civil practice for a single scope — a utilities package, a renovation, a foundation contract.
An affiliated construction workforce of more than 300 active operatives in the Maldives, with site management, QA/QC and HSE under Barlovento's management system. Specialist trades — ICT, electrical, mechanical — are delivered through group and partner integrators.
Yes. Renovation and infrastructure programmes on live resorts are planned around guest operations: phased areas, noise and working-hour windows, screened logistics routes and supply runs scheduled with the resort's own.
Not us. When Barlovento is the contractor, supervision and certification sit with the owner's engineer the client appoints. When Barlovento is the owner's engineer, we do not execute the works. The role is fixed and disclosed at the start of every project.
Jetties, coastal protection and reclamation on the seaward side of the same island.
Excavators, loaders, rollers and trucks for the site.
Materials and crews moved by barge on a programme that respects the monsoon.
Workforce, partners and the roles we take on a project.
A single utilities package or the complete island — engineered and built in-country.
